Williams, a former federal prosecutor, also notes the difference between the horrific high-profile shootings in Texas and upstate New York, and the crime plaguing Philadelphia’s neighborhoods — which is largely committed using handguns, not rifles. It’s a very different problem that needs a different solution, Williams says.
