HB 103, sponsored by Rep. Schmitt (R-Blair), provides a person making it a criminal offense for someone to intentionally toss saliva or other bodily fluids at a police officer. Schmitt claims a loophole in current law prevents this from being considered a crime. The measure passed 146-56.

HB 146, sponsored by Rep. Bernstine (R-Beaver, Butler, Lawrence) prevents the Parole Board from releasing an inmate at the expiration of a minimum sentence if convicted of a violent offense while incarcerated. The bill adds 24 months per conviction for a violent offense and adds 12 months if an inmate tries to escape, smuggle contraband, or retaliates or intimidates a witness while incarcerated. The measure passed 144-58.

HB 156 sponsored by Representative Owlett (R-Tioga, Bradford, Potter) extends the Tender Years Hearsay Act from 12-year-old children to age 16. The act permits hearsay statements, made by children, to be presented as evidence at trials concerning sexual offenses. It is typically used when a prosecutor feels subjecting a victim to testify at a trial would cause substantial emotional stress. The bill passed 173-29.

HB 185, sponsored by Rep. Struzzi (R-Indiana), is also known as “Cody’s Law.” It provides any individual who intentionally causes bodily injury to a person with a physical or intellectual disability is guilty of aggravated assault, a second-degree felony. The bill is named for Cody Overdorff, a young man with physical and intellectual disabilities who was lured and attached by a group of young adults who posted the assault on social media. The bill passed 154-48.
